President, Paquette Planning Associates Ltd. (2003-Present)

Currently providing consulting services to the private and public sectors in the areas of land use planning, land development, subdivision design, securing project approvals, financial analysis, issue resolution and OMB testimony.

Clients include the City of Ottawa, French Catholic School Board, Petro Canada, First Professional Shopping Centres, Minto Developments Inc., Shenkman Corporation, Canderel Corporation, Cardel Custom Homes, Mobius Corporation and Brigil Construction.

Director of Planning, Minto Developments Inc. (1992-2003)

Directed the planning and development of several residential communities for the company’s Ottawa operation. Responsibilities included financial analysis and site acquisition, subdivision design and obtaining all necessary approvals leading to house construction. Responsible for the following major projects: Emerald Meadows in Kanata ( 200 acres), Chapman Mills in Nepean ( 1000 acres), Upper Hunt Club in south Gloucester (85 acre infill site) and Avalon in Cumberland ( 650 acres).

Managed the company’s research and promotion of alternative development and zoning standards leading to the approval of such new standards in the municipalities of Kanata, Nepean, Gloucester and Cumberland. New standards incorporated by Minto have maintained the company’s position as Ottawa’s single largest builder.

Represented the company at the committee and Board of Director level of the Ottawa-Carleton Home Builders` Association (OCHBA). Chaired OCHBA`s Builder Developer Council for two years. Successfully coordinated the efforts of the local housing industry in lobbying for reduced development charges.

Senior Planner and Associate, Weston and Associates (1988-1992)

Planning Consultant and Project Manager to the municipal sector and land development industry in the Greater Toronto Area. Responsible for providing land use planning services on a wide range of development projects industrial and residential plans of subdivision as well as commercial developments including retail and office buildings. Involved in the preparation of development feasibility investigations as well as proformas to assess the financial feasibility of development projects.

Coordinated the activities of architectural, engineering and market sub-consultants on several multi-disciplined assignments. Responsible for liaising with public agencies to resolve outstanding issues. Represented clients at public meetings and hearings. Managed the preparation of evidence utilized at OMB Hearings. Appeared as expert witness before the OMB.

Involved in the preparation of Official Plan documents and Secondary Plans in the municipalities of Richmond Hill, Newmarket, Barrie, Whitchurch-Stouffville, Innisfil and Markham.

Planner, M.M.Dillon Ltd. (1982-1988)

Managed and coordinated a wide range of public and private land use planning assignments. Specific responsibilities included data collection and analysis, preparation of planning reports, presentation of findings to various appointed and elected committees as well as the public.

Coordinated the company’s northern Ontario planning program; this effort involved the preparation of Official Plans and Zoning B-laws as well as the provision of consulting advice to a wide range of municipalities in Northern Ontario including; Hearst, Cochrane, Sault Ste. Marie, Little Current and Kapuskasing.

  • Official Plan and Zoning By-law documents
  • Streetscape and community improvement strategies
  • Energy Conservation through land use planning studies
